Could the U.S. ever prevent business from using customer’s personal information for marketing purposes?

The European Union has a privacy directive that prohibits businesses in EU countries from using customers’ personal information to target promotions by mail, email or telephone without customers’ prior consents. It also prohibits selling customer information without the customers’ consents. Could such a privacy directive could be enforced in the US.
