Does anyone know the program or how exactly to do something like this? Is there a specific website that can teach you? Is it just html coding? I have included an example of the email I received.

Making an E-Mail flyer like that is HTML yes, have a look for HTML Flyer templates on a search engine if you’re looking for a start in the right direction.
There are many free and pay template sites out there, you may want to append the search with the word Free before HTML Flyer templates.
Or you may just want to search for Free HTML Templates in general.
Following are some examples sites with templates on them. As for actually mailing them, you can find programs to control mailing lists and news letters. Searching free email newsletter programs gets several immediate responses.
